Senior Manager, Project Management Office Nova Scotia

Reporting to the Vice President, IT & Innovation, this role provides enterprise-wide leadership for the Credit Union’s project management function and plays a critical role in aligning strategy, execution, and organizational change.
What You’ll Be Doing
As the Senior Manager, PMO, this role leads the Project Management Office and provides strategic and operational oversight of project intake, portfolio management, and delivery across the organization. Acting as both a strategic leader and hands-on contributor, the Senior Manager ensures initiatives are delivered on time, on value, and aligned with ECCU’s long-term objectives.
Leadership & People Management
- Lead, coach, and develop the PMO team, including Project Managers, Analysts, and Coordinators.
- Oversee work allocation, performance management, training, and professional development in partnership with Human Resources.
- Communicate organizational priorities, policies, and updates to foster engagement and alignment.
Project Governance & Methodology
- Develop, implement, and continuously enhance project management methodologies, standards, tools, and best practices.
- Maintain the enterprise project repository and roadmap, ensuring accurate reporting and visibility for executive leadership.
- Conduct project audits to assess adherence to methodology, identify gaps, and recommend improvements.
Strategy Alignment & Execution
- Align project delivery with ECCU’s strategic priorities and enterprise roadmap.
- Leverage data and performance metrics to inform executive decision-making related to risk, capacity, cost, quality, and ROI.
- Act as a player-coach, directly managing select initiatives from initiation through to benefits realization.
- Training & Capability Building
- Design and deliver project management training and coaching for individuals and groups across the organization.
- Embed change management practices throughout the project lifecycle to strengthen organizational capability.
- Provide guidance on project planning, risk management, resourcing, deliverables, and communications.
Partner & Relationship Management
- Support cross-functional teams by establishing clear expectations, timelines, and resource plans.
- Build strong relationships with internal stakeholders, external partners, and service providers.
- Provide input on process improvements, partner engagement, and communication strategies.
Community & Representation
- Represent East Coast Credit Union at community events, system meetings, and industry forums.
- Support and participate in community initiatives aligned with ECCU’s values and mission.
What We’re Looking For
The ideal candidate is a strategic, people-focused leader with deep expertise in project and portfolio management, capable of navigating complexity in a regulated environment.
Qualifications include
- Bachelor’s degree in Business, Finance, or a related field, with a Project Management Professional (PMP) designation.
- Minimum of seven years of progressive project management experience, including 3–5 years in a leadership role.
- Experience in financial services or a regulated environment, with knowledge of operations, compliance, and risk frameworks preferred.
- Proven expertise in project and portfolio management, resource planning, and change management, with experience across Waterfall and Agile methodologies.
- Strong financial acumen, including budgeting, forecasting, and governance development.
- Demonstrated success training, coaching, and leading high-performing teams.
- Excellent communication, facilitation, and stakeholder management skills, with sound judgment and diplomacy.
- Proficiency with project management tools and the Microsoft Office suite.
- Ability to manage competing priorities in fast-paced environments while maintaining accuracy and focus.
- Willingness to work extended hours, including evenings and weekends, and travel to ECCU locations as required.
